How to prepare a PDF proposal for client submission for free

Use Merge PDF

Assemble the approved proposal components

Collect the cover letter, executive summary, technical response, commercial section, project plan, team profiles, assumptions, schedules, and appendices approved for submission.

Separate internal working notes, unapproved pricing, comments, and superseded drafts from the submission folder.

  • Confirm the client's required section order.
  • Confirm mandatory forms and appendices are included.
  • Keep the approved source documents unchanged.

Build and format the submission PDF

Use Merge PDF to combine complete sections, Reorder PDF Pages to correct the sequence within a single file, and Delete PDF Pages to remove confirmed accidental pages.

Use Add Page Numbers or Add Watermark only when the client or internal submission rule requires them. Use PDF Metadata to review supported document fields before final release.

Run the final client-submission check

Open the final PDF and check the cover, contents, section transitions, pricing pages, appendices, signature or approval pages, page numbers, watermarks, and supported metadata.

Confirm the file name, revision, deadline, recipient, portal requirements, and any organization-specific approval before submission.

  • Search the PDF for internal-only labels or comments visible as page content.
  • Confirm every required section opens and displays correctly.
  • Keep proof of the approved final file and submission event.
